本协会成立于1993年，是经国家经贸委同意，上海市人民政府批准，由上海中小企业家和热心中小企业国际合作事业的社会各界人士组成的全市性社会团体。
协会业务主管部门：上海市经济委员会。
协会的宗旨：为中小企业服务，架国际合作桥梁。

协会实行会员制。凡自愿提出申请，承认协会章程，按时交纳会费的中小企业，经协会批准，都可以成为本协会会员。

　　Established in 1993,the association is a social organization of the whole city formed by Shanghai SMEs enterprisers and personalities of various circles enthusiastic for developing international cooperation with the approval of State Economic and Trade Commission, ratification of Shanghai Municipal Government.
　　The responsible department for the business is Shanghai Economic Commission.
The purposes of the association: to serve for small and medium enterprises, and build an international cooperation bridge.
　　The honorary president of the association: Jiang Yi Ren (Chairman of Shanghai Committee of Chinese Political Consultative Conference); Tang Deng Jie (vice-Mayor of Shanghai); Xu Jian Guo (Director of Shanghai Economic Commission); Xu Zhi Yi (former Director of Shanghai Economic Commission).
　　The association practices membership system. Any small and medium enterprise who, as long as, put forward an application voluntary, recognize the regulations of the association, and pay membership dues, with ratification by the association, all can join the association.

■加强同国内外有关组织的联系和友好往来，推动中外中小企业国际合作事业的发展。
■接待外国团组来访，组织中外中小企业开展对口交流，项目合作，经贸洽谈。
■组织中小企业家出国考察访问，协助会员开拓国际市场。
■协助中小企业引进资金、技术，建立合资、合作企业等。
■组织各种培训班，帮助中小企业拓展事业，提高管理水平。
■向中小企业传递政府的政策和导向，向政府反映中小企业的愿望和要求。
■向会员及有关政府部门传送协会简报及各种信息。
■提供资产评估、会计、造价、金融、法律及上市“一条龙” 等服务。
■协助企业参与国际展览，加强与各媒介合作，创造全新品牌服务理念。
■承担政府和中小企业委托的事项，开展中小企业的调查研究。
■承担《中国中小企业》杂志社上海通联站的工作。

■To develop international cooperation service for SMEs domestic and abroad; as well as exchanging cooperation service for SMEs domestic.
■To strengthen the contact and friendly intercourse with relative organizations domestic and abroad, and push forward development of international cooperation affairs between SMEs of China and foreign countries.
■To receive and arrange foreign groups＇ visit, and organize counterpart business exchanging program, cooperation items, economic and trade talks etc.
■To organize entrepreneurs of SMEs go abroad for investigation and visit, and assist member to explore international market.
■To assist SMEs to import funds and technology, and help with forming joint venture, cooperative enterprise etc.
■To organize various training classes, and to help SMEs widen business vision and improve their administration levels.
■To transmit the Government policy and guidance to members, and report SMEs demands and Requirements to the Government.
■To distribute SMEs news bulletin, and give all kinds of information and various activities to the member and the relative government departments.
■To offer consulting services in asset valuation, construction pricing, financing and legal affairs etc.
■To assist SMEs participate in international exhibitions, strengthen the cooperation with various media, create new brand service idea.
■To take over programs entrusted by the Government and SMEs, and develop investigation research and subject research of SMEs
■To undertake the work as Shanghai communicate station of “CHINA SME” magazine.
